When editing content, I have to refresh the page everytime I want to display the menu in the screenshot below :
Instead I have this empty space :

This bar only appears when editing a Rich Text field with all of those options. Maybe you're just not clicking inside the actual field?
If you are and still nothing appears, could you share with us a screen recording of this?
