When we use Chrome to upload images to the Media Libray the upload will sometimes hang and not complete. When we try the same image in Safari it will work. Is anyone else experiencing this issue?

Taking into consideration that you can upload images with another browser, could be an indication that there is an issue with the browser itself. Can you please check the following points before trying again, and let us know if it helped in any way?
- clear your browser cache
- disable any browser extensions you might have
- check if there are any proxy configurations in the browser and if so, remove/disable them
- run the browser in incognito mode
