What's the recommended way of generating a list of dynamic categories for a blog

Hello,

Since this change regarding that A change to how the Prismic API handles tags - Prismic), what the recommended way of handling categories for a blog?

I want to be able to filter by tags in the index page but I also want to give the ability for the content writer to add new categories if they so wish.
