I do want to create a slice which will then show the most recent (up to 5 blog posts) in a list view. This is a block component within the footer. How would I do this and is this even possible?

Repeatable components are the goal of Slices.
So you can create one instance of a Slice, with variations if needed, and then add as many as you need in your documents.
